The plan helps the community anticipate future needs and challenges as well as improve the quality of life for all residents. 


Position Description

We currently have an opportunity for a Human Resources Director.  This position is responsible for supporting the daily operations of the HR department, including recruitment, employee relations, onboarding, offboarding, benefit administration and enforcing company policies and practices.  



Additional duties include but are not limited to:

  • Assist with all internal and external HR-related matters.
  • Collaborates with management to draft/update job descriptions for all positions.
  • Manage the recruitment process by posting open positions, identifying candidates, and scheduling interviews.
  • Facilitates the hiring, onboarding, and orientation of qualified candidates for open positions. 
  • Update handbook as needed with current policies.
  • Create and maintain applicant tracking log.
  • Investigate all complaints brought forward by employees.
  • Manage administration of the benefit plans, including processing enrollments, terminations and payment of benefit premiums and reconciliations. 
  • Prepares payroll for processing by established deadlines including performing daily time adjustments, calculating correct withholdings and deductions and other government reporting related to payroll. 
  • Accurately prepares direct deposits through payroll processing.
  • Provides guidance, or referral to subject matter expert, to management in all functional areas of Human Resources in compliance with federal, state, and local laws and consistent with HR best practices.
  • Implements HR strategies that support the city’s mission, values and objectives of employees that emphasize quality, continuous improvement, and high performance.
  • Coordinate employee performance management.
  • Collaborates with management to facilitate employee recognition programs. 
  • Creates and maintains paper and electronic employee records; ensure required acknowledgements and other payroll and HR forms are on file for reference.
  • Add and remove system access for new and terminated employees.  
  • Assist management with annual benefit renewals.
  • Reviews, tracks, and documents compliance with mandatory and non-mandatory training and continuing education.  This may include anti-harassment training and certifications. 
  • Handles employment-related inquiries from applicants, employees, and supervisors, referring complex and/or sensitive matters to the appropriate staff.
  • Attends and participates in employee disciplinary meetings, terminations, and investigations.
  • Oversee employee offboarding and process terminations.
  • Maintain knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
  • Performs other duties and responsibilities as assigned. 


 

 

Position Skills and Requirements

Bachelor’s degree in Business Administration or Human Resources Management is required.  PHR or SPHR certification preferred.  Minimum of three years of experience working in Human Resources required. 

 

The ideal candidate will have strong communication, organizational and multi-tasking skills.  Proficiency with Microsoft Office, Excel and Quickbooks required, ability to learn human resource software is desired.  We are looking for a Human Resource professional who is detail orientated with a focus on results and exhibits a high level of self-confidence, flexibility, integrity, honesty, and passion for work. The ideal candidate will also have the ability to maintain confidentiality and interact successfully with diverse groups of people.
